One of the issues with the responses to this bold claim is that they (incorrectly) assume that consciousness is the sole benchmark for moral consideration. Philosophers still do not agree about which characteristics warrant moral concern, let alone agree upon a definition of consciousness. I’ve argued in my book, Rights for Robots (Routledge 2020), that such properties-based approaches are fatally flawed and that a more promising avenue can be found in relational approaches.
